Eligibility Criteria

Applicants must meet the following requirements to qualify for the scholarship:

  • Open to international students from 152 OIC and NAM member countries (list available on the official website).
  • Citizens of Azerbaijan or those whose Azerbaijani citizenship has been terminated are not eligible.
  • Age Limits:
    • Undergraduate and General Medicine programs: Must be younger than 35 years.
    • Master’s and Residency programs: Must be younger than 40 years.
    • PhD programs: Must be younger than 45 years.
  • Additional Criteria (Based on Similar Programs):
    • For undergraduate programs: Must have completed high school with good grades (equivalent to IELTS 5 or TOEFL 40 if the program is in English).
    • For Master’s programs: Must have a Bachelor’s degree.
    • For PhD programs: Must have a Master’s degree.
    • Proof of English proficiency (not mandatory but recommended for programs in English: IELTS 5 for undergraduate, IELTS 5.5 or TOEFL 50 for other programs).

Application Deadline

The deadline to apply for the Azerbaijan Government Scholarships 2025-26 is May 20, 2025.

How to Apply

Follow these steps to apply for the scholarship:

  • Applicants must be officially nominated by their country’s Ministries or Azerbaijan Embassies. Direct applications are not accepted.
  • Submit the following documents to the relevant Embassy in your country by May 20, 2025, at 6 PM Baku time:
    • Completed nomination form (for the first stage).
    • Diplomas or transcripts from prior high school or university studies.
    • Copy of your passport.
    • Document on general health status (including HIV/AIDS, Hepatitis B, and C tests).
    • CV or resume.
    • Motivation letter explaining your goals.
    • Proof of English proficiency (if applicable: IELTS 5, TOEFL 40 for undergraduate; IELTS 5.5, TOEFL 50 for other programs).
  • If nominated, proceed to the second stage by applying through the Study in Azerbaijan Centralized Admission Service (SIACAS) website (portal.edu.az) from June 16 to July 1, 2025.
  • Log in to the SIACAS website, select the “Heydar Aliyev – International Education Grant” program, and choose up to two degree programs at different universities in Azerbaijan.
  • Track your application status and receive notifications through the SIACAS portal.
  • If you face technical issues with the website, email siacas.support@tsii.edu.az with a description and screenshots.
  • Results will be announced by the end of July 2025 after document review and online interviews (via Skype or similar platforms).
